... of the three or four hundred dollars is due to the Government the pot might safely be retained. I suspect however that the three or four hundred dollars in question may be that of private individuals who were required to deposit their money in Dors Senna's custody and unless the Government had been guilty of negligence in appointing and keeping Senna in his post it would not be liable for losses caused by Dors Senna to these persons.
